Parliament amends law on seizure of russian property in Ukraine

The Verkhovna Rada amended the law on seizure of russian federation property and its residents in Ukraine.

305 members of the Verkhovna Rada voted for the amendments to the Law of Ukraine "On the Basic Principles of Forcible Seizure of Objects of Property Rights of the Russian Federation and its Residents in Ukraine" (7169 dated 15 March 2022).

The amendments were proposed to clarify the legal definition for the russian federation residents whose assets will be subject to the forcible seizure in Ukraine.

Namely: “In addition to the legal entities, the residents of the russian federation are also citizens of the russian federation and persons who are not citizens of the russian federation, but reside and conduct operational activity in russian federation", - as per the explanatory note.

By the decision of the National Security and Defense Council of Ukraine or the court, similar regulations will apply to the individuals or legal entities (regardless of citizenship, place of residence, main activity, etc.) which publicly deny that russia launched full-scale war in Ukraine; or support the russian federation invasion to Ukraine and/or occupation of part of the territory of Ukraine; or have not ceased their economic activities in russian following the introduction of martial law in Ukraine.

The adoption of this law "contributes to the improvement of legislation aiming at the protection of the sovereignty and territorial integrity of Ukraine," – according to the Verkhovna Rada members.

On 3 March 2022, the Law of Ukraine “On the Basic Principles of Forcible Seizure of Objects of Property Rights of the Russian Federation and its Residents in Ukraine” was adopted by the the Verkhovna Rada of Ukraine and was signed by the President Volodymyr Zelensky on 10 March.
