The plan to mobilise 26,000 people from the temporarily occupied areas of Donetsk and Luhansk oblasts to russian ground forces has actually failed. Men of conscription age (18-65 years old) avoid conscription in every possible way because they do not want to become a "cannon fodder", - as stated on the Ministry of Defence Facebook page.

According to previous plans, the mobilised residents of Donetsk and Luhansk oblasts had to staff 17 rifle regiments in the all-military armies of the Southern and Western russian Armed Forces. This task was completed.

No training or coaching is provided to the personnel that were still recruited. They are also provided with unusable ammunition and weapons, according to the intelligence officials.

Representatives of the russian army, who conduct recruiting, promise to involve "recruits" in the tasks of ensuring control over the occupied territories, roads and military facilities protection, and improving defence positions. However, mobilised people from certain areas of Donetsk and Luhansk regions (CADLR) form the closest reserve to replenish units losses directly involved in hostilities against Ukraine. They are also used as the least valuable "resource" for conducting "reconnaissance in combat" to identify Ukrainian defenders positions" - Defense Ministry mentioned.

Russians are using mobilised residents from CADLR as a human shield for themselves in the war against Ukraine. The SSU said that the russian military command is trying to hide the real losses by mobilisation in the CADLR.
