The National Police worked out the case of the shelling of the Rich Town residential complex in Irpin to appeal to the International Court of Justice. The special commission completed operational and investigative actions. So far, 269 bodies of the city's dead have been examined.
This was stated at a briefing by The First Deputy Chief of the Main Investigation Department of the Ukrainian National Police Serhiy Panteleev, LB.ua correspondent reports.
"Our special commission has completed operational and investigative actions in Irpin city. Two weeks after the liberation of our territory, we managed to record the facts that will be the basis of criminal proceedings and materials of the appeal to the International Court of Justice... According to the chronology of the military aggression, we were able to establish the events that took place there. We saw that on February 24, 2022, from the beginning of the active phase of the russian armed aggression against Ukraine, the complete destruction of the three bridges that were used to enter Irpin. 4/03/2022 - The first 82-mm mine launched by the russian Armed Forces from the territory of Bucha city in Irpin city and detonated at the Rich Town Residential Complex, he said.
According to his words, about 95% of the city's civilian population was evacuated with the help of local authorities.
"Already 5/03/2022 there was a mortar attack on the checkpoint of Irpin. But the movement of russian combat armored tracked vehicles "BMP-2" and "BMP-3" began from Zabuchchya. The russians occupied the Green Yard residential complex, where they stayed until March 25, 2022. In the specified area occupiers shoot 8 civilians who were previously tortured by servicemen of the russian federation. They shot a married couple trying to evacuate the city in their own car. They shot local citizen who refused to obey the orders of the russian military. Also 12 citizens were shot who, according to the russian military, contributed to the work of the Ukrainian Armed Forces. For today, we have examined 269 bodies of the Irpin dead residents. They were handed over to forensic examinations to determine the cause of death. In the future, they will be given to relatives for burial," he promised.
According to the National Police, since March 5, 2022, fighting and artillery shelling have been carried out daily in Irpin.
"According to the residents, they were mostly conducted from 5:00 to 7:00 am. And from 18:00 to 20:00 pm. Residential neighborhoods and private houses in the areas near Synergiya, Synergiya-2, Rich Town, Fortuna, on Soborna Street and Admiral Construction and Installation Department were completely destroyed. About 30% of the city is completely destroyed."
He reminded that on March 28, 2022, Irpin was liberated from the occupiers. A special group of the National Police inspected 7 places of execution of citizens, inserted and interrogated about 118 citizens who remained in the city at the time of the active phase of armed aggression.
"The houses and places where the russian military has been occupying and looting for some time have been inspected... About 87 forensic examinations have already been appointed, and the actions of russian servicemen will be assessed."
Panteleev emphasized that “one of the cases for the materials transfer to the International Court of Justice has already been worked out. This is the shelling of the "Rich Town" residential complex by the russian military." "Residents who were in the basements preparing food have already testified that they did not see any UAF servicemen there. That means, the neighborhoods that came under fire there were not our servicemen there. There were no defense representatives at that time. And the Security Service of the russian federation, having captured the base in Bucha, which is 1,000 meters to the residential complex, fired heavy artillery every day... Investigators are now recording the shelling trajectory. The range is fixed. This is a separate case, which will then be transferred to the International Court of Justice with partners from the Office of the Attorney General... The most experienced investigators and experts, journalists and prosecutors work together. We will be able to prove all these war crimes that are taking place on our territory," said the First Deputy Chief of the Main Investigation Department.
According to the mayor of Irpin, more than 1,000 buildings in the city were damaged and 115 were completely destroyed.
