Ukraine should use the experience of the Iraq-Kuwait war to obtain compensation from russia for the damage caused by the war.
Zerkal noted that international law does not provide effective mechanisms for a quick return and the possibility of compensation and restitution of lost property and lost lives.
"At the same time, there is the available experience of countries that went through wars and received compensation after those wars. So, I think we should use the experience of Kuwait and the war between Iraq and Kuwait. After the war, a correspondent compensation commission was set up; it has been working for many years to process all the claims," -she said.
Zerkal's opinion is that if Ukraine does the work on damage assessment and the claims are prepared based on methodology recognized by UNO, it will take us much less time to receive compensation than it took for Kuwait.
"Ukrinform" reports that in January 2022, Iraq completed a $ 52.4bn payment to compensate individuals, companies, and governments for the losses caused by the Iraq invasion and occupation of Kuwait.
The Ukrainian authorities are suggesting the partner states legally recognize that russia should be held financially responsible for the crimes it has committed.
