A Russian missile attack has hit a high-rise block of flats in Dnipro, MP Oleksandr Bakumov has said.
Rescue services are rescuing people and mitigating the consequences, he added.
He noted that this is a war crime and a flagrant violation of the laws and customs of war.
In a later update, President Volodymyr Zelenskyy said that a Russian missile hit the office of the Security Service of Ukraine (SBU) in Dnipro.
According to Interior Minister Ihor Klymenko, three persons have requested medical help as of 9.30 p.m.
Rescuers and police are working at the scene, rendering required assistance.
Dnipro mayor Borys Filatov briefly said "scumbags" without offering any details of the attack.
