Local collaborators from occupied Ukrainian territories are being sent to Siberia to study, while Russia is bringing in its own state and local government employees, according to Ukraine's National Resistance Centre.

The NRC notes that while Russians failed to gain the support of the majority of Ukrainian citizens who worked in the state or local government, they have to import specialists from Russia proper. Those collaborators who have agreed to work in occupying administrations mostly do not have the appropriate education or have held the lowest positions in this sector.

That is why the Russian handlers of collaborators in the occupied territory of Donetsk Region arranged for them to be trained in Siberia. The managers will be trained in the Krasnoyarsk Territory of Russia, namely at the Institute of State and Municipal Administration under the Krasnoyarsk Territory Government.

"This is a common practice for the Russian Federation since the USSR - to send people to study in settlements quite remote from the region of residence. In this way, the Kremlin is laying the groundwork for the further displacement of local collaborators by Russian 'specialists', and will send them deeper into Russian territories for more reliable assimilation," the National Resistance Centre said.
