Prime Minister Denys Shmyhal refused to participate in the Berlin recovery conference due to his focus on internal work, government sources told LB.ua.

According to the interlocutors, the main focus now is on preparing for winter, restoring energy facilities and protecting them. The sources claim that on 12 June, the State Agency for Reconstruction was supposed to submit a report to the government on the restoration of second-level engineering and technical protection at critical infrastructure and energy facilities.

According to the sources, this is why the Prime Minister did not approve the business trip of the head of the agency, as it coincided with the dates when he was supposed to submit a report. 

"The statements made by the head of the agency are an attempt to avoid reporting on important issues. Moreover, the government delegation to the conference in Berlin is represented at the level of the First Deputy Prime Minister, Minister of Economy, Minister of Energy and others. The issue of mobilising international assistance to restore the energy sector will be raised at the highest level," one of the Cabinet of Ministers' sources commented.

The sources provided LB.ua with a letter addressed to the Reconstruction Agency and addressed to its head, Mustafa Nayyem, with a handwritten "I do not agree" and an instruction to "prepare reports and analysis of the completion of level II protection facilities, as well as pilot projects for restoration".
