The winner of the tender for the first phase of construction work at the National Military Memorial Cemetery (NMMC) did not violate the rules by registering a group of companies a day after the tender was announced, Yaroslav Starushchenko, Deputy Director of NMMC, said at a briefing.
"This is not one company, but a group of companies - a consortium. This concept is defined by the current legislation, it is a voluntary association of companies that participate in procurement and use their combined experience and material and technical base. This is not new, there are already examples of such groups of companies applying for and winning tenders," said Starushchenko.
According to him, stricter requirements were announced for this tender, "because it is a nationally important facility, so they wanted to make sure that companies that would not be able to implement the project did not enter the tender."
He also notes that from the very beginning, only one group of companies took part in the tender, which is why the state agency is "sorry" that there were no more offers.
As for the violations in the documents provided by the group, they were eliminated in 24 hours, says Yaroslav Pronyukin, director of NMMC. As for the information provided by people close to the companies, he says, they checked it and found no sanctioned persons.
Later, NMMC clarified on its website that it had asked the Building USA Consortium to provide appropriate explanations for the media reports about the possible possession of a Russian passport by one of its co-owners.
The agreement is due to be signed on 6 August 2024. This is an agreement for the construction of the first phase of the complex. The second phase, which includes tombstones, will be tendered separately.
