Defence Minister Rustem Umerov announced that Ukraine will allocate 26.3% of its GDP, amounting to UAH 2.23 trillion, to defence in 2025. The figure marks an increase of UAH 47.6 billion from the 2024 defence budget.
Umerov shared this information on social media, stating: “The President of Ukraine has signed the state budget for 2025, approved by Parliament. The primary focus of the country’s financial plan remains the security and defence of our nation.”
He highlighted the budget as a reflection of Ukraine’s commitment to addressing challenges posed by Russian aggression. Key allocations include:
- Military salaries: UAH 1.16 trillion will be spent on salaries for the military, an increase of UAH 10 billion from 2024.
- Weapons and equipment: UAH 739 billion is allocated for purchasing and upgrading weapons, enabling the modernisation of the armed forces with advanced systems for effective combat.
- Defence industry: UAH 55.1 billion will go towards modernising production facilities and developing cutting-edge technologies in the defence sector.
- Unmanned systems: Funding for UAVs, including the DeepStrike programme, has been significantly increased.
Umerov emphasised that the 2025 state budget demonstrates a clear strategy for sustaining military support and ensuring Ukraine’s continued resilience against aggression.
