To obtain temporary protection in the EU under the new rules, not all categories of Ukrainians need to show “Reserve+”, but only those individuals who have current military obligations.

This was reported by the Center for Countering Disinformation.

Meanwhile, Russian propaganda distorted the substance of the decision, and information emerged claiming that 18-year-old Ukrainian women are allegedly being required to show “Reserve+” in order to obtain temporary protection in EU countries.

“EU Council Decision 2026/1912 does indeed provide for verification of military status for a specific category of applicants. However, this concerns new applicants for temporary protection after July 31, 2026, who already have current military obligations under Ukrainian law. This provision is gender-neutral and does not apply to civilian 18-year-old Ukrainian women, female students, or other women who do not have a military obligation,” the Center stressed.
