Two agents of the Russian special services who, on the FSB’s orders, set fire to Ukrzaliznytsia facilities in Kyiv have been given custodial prison sentences. One will spend 15 years behind bars, the other 10.

According to the SBU’s case materials, the two men carried out FSB tasks to destroy relay cabinets on Ukrzaliznytsia’s Kyiv lines.
Investigators say the Russian special service was trying to disrupt uninterrupted freight logistics, including towards frontline areas.
The SBU exposed the perpetrators in March 2025.
According to the investigation, to prepare the sabotage the FSB recruited two local men with drug addictions. One of them had previously served a sentence for possession of prohibited substances.
They came to the attention of the Russian special service via Telegram channels, where they were looking for a way to get money to buy drugs.
After being recruited, a handler in Russia instructed them to buy a flammable mixture and use it to destroy a relay cabinet.
The perpetrators broke open the protective casing of the power equipment and set it alight from the inside. At the same time, they filmed the blaze on a mobile phone camera to report back to their Russian handler.
According to the SBU, the sabotage was coordinated remotely by a “liaison” for the Russian special service who is based in Moscow Region.
During searches of the detainees, law enforcement officers found the clothes they wore when carrying out the arson, as well as mobile phones containing evidence of work on Russia’s behalf.
The court found both agents guilty under Part 3 of Article 28 and Part 2 of Article 113 of the Criminal Code of Ukraine — sabotage committed by an organised group under martial law.
One of the convicted men was sentenced to 15 years’ imprisonment with confiscation of property. The other, taking into account his cooperation with the investigation, was sentenced to 10 years in prison.
In addition, a Russian citizen from Moscow Region who, according to the SBU, coordinated the agent group has been notified of suspicion in absentia. The investigation into him is ongoing.
The pre-trial investigation was conducted by officers of the SBU’s Main Directorate in Kyiv and Kyiv Region under the procedural supervision of the Kyiv City Prosecutor’s Office.
