In 2027, Ukraine’s need for external financing will reach $52.6bn.
Finance Minister Serhiy Marchenko said this during a meeting of the Ukraine Donor Platform in Brussels.
Of this amount, Ukraine already has confirmed sources for only $20bn from the EU, Japan, the IMF and the World Bank. The remaining $32.6bn is still unsecured, according to the Finance Ministry’s website.
Defence and security remain the top priorities of the 2027 budget. At the same time, the state must meet its social obligations and support the economy. Ukraine is increasing its own revenues: over the first eight months of this year, tax and customs receipts rose by 14.5% to $34.1bn. However, domestic capacity is limited by Russia’s ongoing shelling of infrastructure, the Finance Ministry stressed.
The main sources for covering the needs should be frozen Russian assets and international financial instruments. In particular, the World Bank’s SPUR-2 programme will make it possible to mobilise up to $6bn.
- In 2026, Ukraine has already received $36bn in external assistance. The largest amounts were provided by the European Union, the IMF, Japan, Canada and the United Kingdom.
- To maintain this pace of support, the Verkhovna Rada continues to pass bills that are important to partners.
