This year, courts have already upheld 32 claims filed by the Sumy Regional Prosecutor’s Office, totalling UAH 319 million. The rulings concern the return of state funds and the recovery of penalties for uncompleted work on building fortifications.
This was reported by the Prosecutor General’s Office.
The PGO explained that when contractors breach their obligations and retain unused money, prosecutors file lawsuits to protect the state’s interests. The court is currently considering another similar case.
In particular, in February 2024 the Department of Capital Construction of the Sumy Regional State Administration signed an agreement with a company to build defensive structures. The business received an advance of UAH 20.3 million from the state budget’s reserve fund for six months.
By December 2025, the contractor had carried out work worth only UAH 8.3 million and still had not returned the remaining UAH 12 million to the state.
As a result, the Sumy Regional Prosecutor’s Office filed a claim to recover the unused advance and penalties. In total, prosecutors are seeking the return of UAH 19.2 million.
The Prosecutor General’s Office stressed that building fortifications in the border region directly affects Ukraine’s defence capability and people’s safety.
