Ukrainian President Volodymyr Zelenskyy has signed a decree appointing Taras Kachka as Ukraine’s representative to the European Union and the European Atomic Energy Community.
The relevant Decree No. 1034/2026 was published on the President’s website.
“To appoint Taras Andriyovych KACHKA as Ukraine’s Representative to the European Union and the European Atomic Energy Community,” the decree states.
Taras Kachka will head the Mission of Ukraine to the EU in Brussels. He will also combine this role with the duties of Ukraine’s Trade Representative. His main tasks will include advancing negotiations on Ukraine’s accession to the European Union, engaging with EU institutions and the national governments of member states, and developing trade relations with key partners.
Zelenskyy announced his intention to appoint Kachka to the post on 17 July. At the time, the President stressed the need to focus on work with European institutions and EU governments to open the next negotiating clusters.
Taras Kachka was dismissed along with other ministers in Yuliia Svyrydenko’s government. On 16 July, Vsevolod Chentsov, who had served as Ukraine’s representative to the European Union since 2021, became the new Deputy Prime Minister for European and Euro-Atlantic Integration.
Who Is Taras Kachka?
Vice President for Strategic Development (since January 2014) and Acting President (November 2014 – April 2015) of the American Chamber of Commerce in Ukraine.
He worked as a regulatory policy manager in international corporations, and also at the Ministry of Agrarian Policy and Food of Ukraine and the Ministry of Justice of Ukraine (Deputy Director of the State Department for Legislative Approximation at the Ministry of Justice).
He served as the Business Ombudsman at the State Fiscal Service of Ukraine (on a voluntary basis). He headed the Ukrainian Media Centre for Reforms and was part of the Tax Reform Task Force at the Ministry of Finance.
Since 6 September 2019, he has been Deputy Minister of Economic Development, Trade and Agriculture of Ukraine and Ukraine’s Trade Representative.
On 8 June 2020, he was appointed Deputy Chair of the Council of the International Grains Council (IGC).
On 16 July 2025, President Volodymyr Zelenskyy put forward Taras Kachka’s candidacy for the post of Deputy Prime Minister for European and Euro-Atlantic Integration.
On 17 July 2025, the Verkhovna Rada backed the submission by the new Prime Minister, Yuliia Svyrydenko, and voted for an updated government lineup. Taras Kachka took up the post of Deputy Prime Minister for European and Euro-Atlantic Integration.
On 14 July 2026, the Verkhovna Rada of Ukraine voted to dismiss the Cabinet of Ministers of Ukraine headed by Yuliia Svyrydenko. After the new government was formed, he did not retain the post of Deputy Prime Minister for Ukraine’s European and Euro-Atlantic Integration.
