Ukraine’s Finance Minister Serhii Marchenko met in Kyiv with his Norwegian counterpart, Jens Stoltenberg.

According to the Finance Ministry’s website, the officials focused on Ukraine’s budget needs and attracting investment from Norway’s private sector.

Norway, as is known, will maintain its assistance to Ukraine in 2027 at 85 billion Norwegian kroner, with 70 billion allocated for military needs and 15 billion for civilian and humanitarian support. As a result, the total volume of the Nansen Support Programme for the period 2023–2030 will increase to approximately 344 billion kroner.

The ministers also discussed the needs of Ukraine’s state budget for 2027, which amount to around $52.6 billion. The meeting also addressed attracting private capital into the Ukrainian economy and new instruments to reduce investment risks.

  • Norway announced the creation of a three-year investment mechanism worth 1 billion kroner to support Ukraine’s defence industry, to be managed by the state-owned company Investinor.
  • In addition, in 2027–2030 the Norwegian government plans to allocate an additional €350 million through the Ukrainian investment fund Norfund for the development of businesses and infrastructure.
  • Ukraine’s total need for external budget financing next year exceeds $52 billion. The country’s defence capability, pension payments, and the operation of hospitals and businesses depend on these funds, Prime Minister Serhii Koretskyi said recently.
