The Cabinet of Ministers has expanded the scope for companies to take part in the experimental private air-defence project. The government has also refined the operating rules for such groups.

The Defence Ministry reports this.

The relevant decision, initiated by the Ministry of Defence of Ukraine, was adopted at a Cabinet meeting. The changes are intended to strengthen the protection of critical infrastructure amid intensified Russian air attacks.

The government approved six key innovations:

  1. companies already participating in the project will be able to protect not only their own facilities but also those of other firms on the basis of a contract;
  2. authorised companies will be able to transfer air-defence assets to one another for use, by joint decision with the Air Force command;
  3. the participation criteria were expanded to include Defence City resident status and/or designation by the Ministry of Defence as critically important;
  4. the use of manned aircraft was permitted within air-defence groups;
  5. the options for using interceptor drones were expanded, including regulating the use of warheads and electric detonators;
  6. the minimum age for participants in companies’ air-defence groups was lowered from 21 to 18.

At the same time, private air defence will, as before, operate under the control of military command and within the unified air-defence system of the Armed Forces of Ukraine.

The experimental project is being implemented in accordance with Cabinet of Ministers of Ukraine Resolution No. 1506 of 19 November 2025.

It enables companies to provide additional protection for employees, production capacity and energy facilities, which are systematically targeted by Russian drones.

It is expected that this will also make it possible to scale up air-defence capabilities more quickly without placing an additional burden on the air-defence units of Ukraine’s Defence Forces.
