Deputy Prime Minister and Minister of Regional Development, Construction, Housing and Utility Services Henadiy Zubko was one of a chosen few who, having received the post in the second government of Yatsenyuk, has retained the job in Groysman's Cabinet. Besides Zubko's personal managerial skills, his endurance may be explained by his proximity to the president. Some journalists even branded him a "president's eye" in the Cabinet.
In the current government, the vice-premier, except his direct ministerial responsibilities, is in charge of decentralization reform. This reform, which both the president and prime minister consider fundamental, should make the regions fully independent from Kyiv.
