The society will assess the law on public service, adopted at the end of 2015 by job contests for the post of state secretary that the Cabinet was set to launch in mid-October, says MP Olena Shkrum, who heads the parliamentary subcommittee on public service.
"We have a few questions, first regarding the terms of reference of state secretaries. There should be no conflict of interests between the state secretaries and ministers. A state secretary must implement the policy of his minister, not blindly, but by suggesting some legal options and providing advice," the deputy said 26 October at the round table conference jointly organized by Gorshenin Institute and Reanimation Package of Reforms.
Shkrum also said that the Verkhovna Rada has yet to pass a bill that duly balances powers between ministers and state secretaries.
She reminded that the salaries of state secretaries are set at about 35 thousand hryvnia, which will the highest salary in the civil service of Ukraine.
The Cabinet of Ministers announced on 12 October a competition for filling the posts of state secretaries in a range of the ministries.
