The Russian Federation has not implemented a single clause of the Minsk agreements on a Donbas settlement over three years, the spokesperson for the Ukrainian Foreign Ministry, Maryana Betsa, has tweeted.
"The set of measures on the implementation of the Minsk agreements (2014) was adopted on 12 February 2015. Russia has not implemented a single clause. Russia needs the war and destabilisation of Ukraine," Betsa said.
In February 2015, the leaders of the Normandy Four (Ukraine, Germany, France and Russia) signed Minsk-2, a set of measures on the implementation of the Minsk agreements. The withdrawal of heavy weapons should have started no later than the second day after the ceasefire and end during 14 days. The process is observed by OSCE monitors with the support of the trilateral contact group.
