About 40 states have joined together on Lichtenstein's initiative and adopted a joint resolution on new rules of the UN General Assembly (UNGA) to act appropriately in case a member state of the UN Security Council (UNSC) uses a veto. 

This initiative has to create a specific mechanism of restriction on the use of a veto in the UNSC by russia, Ukrainian Ambassador to the UN Sergiy Kyslytsia said in an interview for LB.ua.

"There is essentially implemented a reaction mechanism when the UNGA is obliged to get a report from the UNSC on the reasons for the use of a veto. In case of abuse, the UNGA has to examine a respective question in the short term. Up to this day, the UNSC wasn't accountable to the UNGA", - he said.

On 12 April about 40 states, including the USA with a veto right in the UNSC, created an initiative to increase UNGA's role, strengthen versatility, and provide an accountability mechanism among the UN members. This resolution may be approved soon.

According to the initiative, the UNGA will be automatically convened whenever the veto right is used in the UNSC. It must be convened in no longer than 10 days, and the meeting must hold a debate on the situation of the veto right use. The UNGA will be able to resolve this situation in case the UN members have the collective political will. 

The russian federation is the champion of the UNSC in using the veto right.
