President Volodymyr Zelenskyy signed a decree on the decision of the National Security and Defence Council "On Ukraine's actions in response to the russian federation's attempt to annex the territories of our state, to guarantee the security of the Euro-Atlantic space, Ukraine and restore its territorial integrity".
The decision was made on 30 September - the day when the russian president announced the illegal "accession" of Donetsk, Luhansk, Zaporizhzhya, and Kherson Regions to russia. The document was published on the President's website.
The first paragraph of the decree states the impossibility of holding negotiations with russian president Vladimir Putin. Zelenskyy has already spoken about this in his address to Ukrainians, but now it is enshrined in law. He stressed that negotiations are impossible with Putin, not with another russian president.
The second paragraph is the approval of the text of the Joint Address of the President of Ukraine, the Chairman of the Verkhovna Rada of Ukraine, and the Prime Minister of Ukraine to the North Atlantic Treaty Organization. This concerns Ukraine's accelerated application for NATO membership - without MAP.
The third is instructing the government to prepare proposals on a multi-level system of security guarantees based on multilateral and bilateral agreements aimed at bringing the defence potential of Ukraine to the level that will ensure a guaranteed repulse to the armed aggression of the russian federation, strengthening military support to build up Ukrainian defence capabilities, promoting the development of the defence industry and significantly increasing the scale and extent of individual and collective training of Ukrainian servicemen.
The fourth is instructing the Cabinet of Ministers to strengthen the defence capability of the state by increasing the supply of military-technical assistance to Ukraine in the context of escalation by the russian federation.
Fifth - to recommend to the Ukrainian Parliament to accelerate the adoption of relevant draft laws on appropriate sanctions and other responses to the escalation by the russian federation to increase the resilience of the state.
After Ukraine signed the application for NATO membership, its decision was immediately supported by nine of the 30 countries of the Alliance. Accession requires the consent of all members.
