Parliament expresses no confidence in Accounting Chamber head

At its meeting on 10 April, parliament expressed no confidence in the head of the Accounting Chamber, Valeriy Patskan. This decision will lead to his dismissal.

A total of 250 MPs voted in favour of the motion of no confidence: 218 from Servant of the People, 15 from Platform for Life and Peace (formerly OPFL), three from Voice, 16 from Restoration of Ukraine (formerly OPFL), eight from For the Future, 14 from Trust, and six from non-affiliated MPs.

Today, MP Pavlo Frolov (Servant of the People) stated that there were questions to Patskan regarding the fulfilment of European integration obligations, as well as criminal proceedings opened against him.

In November, Patskan was suspected in the case of the events of 2017-2018. According to the investigation, in September 2017, Patskan filed an application for housing compensation with parliament's secretariat, although at that time he allegedly already owned an apartment in a new building in the Pecherskyy district of Kyiv. As a result, he illegally received UAH 117,650 over a period of more than six months. Patskan said the suspicion was unfounded and that it could be related to the planned NABU audit.

On 1 December, parliament failed to pass a resolution to dismiss Valeriy Patskan as head of the Accounting Chamber. As one of the MPs told LB.ua, "they failed to collect the required number of votes because Patskan withdrew his application. He said it was not in accordance with the rules of procedure".

MP Yaroslav Zheleznyak (Voice) reported that Patskan had indeed withdrawn his resignation. According to him, "with a very high degree of probability, Hennadiy Plis, who headed the State Audit Service from April 2020 to November this year and was deputy minister of finance before that, will be appointed the head of the Accounting Chamber instead of him (Patskan)".
