Alyaksandr Lukashenka's relatives - his middle son Dzmitryy and Uladzimir Kulakow, the husband of the sister of Dzmitryy Lukashenka's wife Anna, are involved in the move of Ukrainian children to Belarus. In addition, people with criminal records work with children, according to the Belarusian Investigation Centre.

The children were placed in the Dubrava camp, the Astrashytsky Haradok sanatorium, and the Zubronak National Children's Educational and Recreational Centre in Minsk Region, as well as in the Zalatyye Pyaski sanatorium in Homel Region. Since September 2022, more than 2,000 children from Ukraine have been in these camps, The Telegraph reported. It was noted that it was possible to bring Ukrainian schoolchildren to Belarus "thanks to Lukashenka's order".

When the children arrived, they were met by members of the pro-government Russian biker club Night Wolves, volunteers, and Paralympian and founder of the charity foundation Alyaksey Talay. The investigators found out that in March 2023, Talay asked the Standing Committee of the Union State of Belarus and Russia to help arrange the arrival of children from the occupied territories of Donetsk and Luhansk regions.

The "recreation programme" for the children includes tours of the Belarusian Academy of the Interior Ministry and the security centre of the Ministry of Emergency Situations. It is also reported that an arms exhibition was organised for children from Horlivka and a "master class" was held.
