MP Dmytro Shpenov (unaffiliated) has submitted his resignation letter to parliament, which, according to speaker Ruslan Stefanchuk, will be considered at the next plenary session.

According to Chesno NGO, Shpenov was elected to parliament on the election list of the Party of Regions in 2012.

On 16 January 2014, he voted for dictatorial laws.

In 2019, he was elected to parliament of the 9th convocation as a non-partisan self-nominated candidate in the 37th constituency (Dnipropetrovsk Region). He is not a member of any faction. He is a member of the central control and audit commission of the Opposition Bloc party. He is a member of the parliamentary committee on legal policy.

He was one of the MPs who voted against the Istanbul Convention on 21 June 2022.

He is mentioned in anti-corruption investigations.
