President of Ukraine Volodymyr Zelenskyy has signed a decree on Ukraine's withdrawal from the Decision on the Establishment of the Council of Commanders of the Border Troops. This document was the first to be signed by the president in 2024.
"In accordance with paragraph 3 of part one of Article 106 of the Constitution of Ukraine, guided by Article 24 of the Law of Ukraine 'On International Treaties of Ukraine' and Article 56 of the Vienna Convention on the Law of Treaties, I hereby decide to withdraw from the Decision on the Establishment of the Council of Commanders of the Border Troops, made on 6 July 1992 in Moscow," reads Decree No. 1/2024.

The president also instructed the Foreign Ministry of Ukraine to send a notification to the Executive Committee of the Commonwealth of Independent States.
Why Ukraine withdrew from the Decision
- The decision to establish the Council of Commanders of the Border Troops was signed on 6 July 1992 in Moscow (Russia).
- It is noted that the decision to establish this Council was made to coordinate and interact the Border Troops within the framework of CIS border cooperation.
- As this goal was not achieved, due to the fact that Ukraine did not accede to a number of documents on border cooperation in the CIS, and taking into account the armed aggression of Russia, which is a party to the agreement, it was decided to terminate these arrangements.
- The decision to withdraw was approved by the Cabinet of Ministers of Ukraine in 2020 due to the armed aggression of the Russian Federation, which is a party to the agreement.
