OSCE Parliamentary Assembly recognises Russia's actions as genocide of Ukrainian people

The OSCE PA also recognises the need to decolonise Russia as "a prerequisite for the establishment of lasting peace".

The OSCE Parliamentary Assembly has adopted a resolution recognising Russia's actions as genocide of the Ukrainian people and the need to decolonise Russia.

This was reported by Pavlo Frolov, a member of the parliamentary delegation, on Telegram

"On the opening day of the summer session in Bucharest, the OSCE PA adopted a resolution condemning Russia's 10-year armed aggression against Ukraine, recognising the actions of the military and political leadership of the Russian Federation and its armed forces during the full-scale invasion as genocide of the Ukrainian people," Frolov writes.

According to him, the resolution defines the decolonisation of the Russian Federation as "a necessary precondition for the establishment of a lasting peace".

The main points of the resolution are as follows:

  • Calling on all 53 OSCE participating states to make efforts to de-occupy Crimea and all occupied territories of Ukraine by supporting the Peace Formula and the Crimean Platform;
  • call on the OSCE states to establish a Special Tribunal to prosecute the Russian Federation for crimes committed during the aggressive war against Ukraine, to conduct international and national investigations into mass atrocities, murders, torture, and rape committed by the Russian army;
  • emphasises the need to quickly launch a mechanism for the use of frozen Russian assets for the benefit of Ukraine, and invites OSCE countries to join the Agreement on the International 
  • Register of Damages Caused to Ukraine by Russian Aggression;
  • the 2024 presidential elections in the Russian Federation are recognised as fraudulent and undermining the legitimacy of the entire electoral system of the Russian Federation;
  • support for the creation of the International Coalition for the Return of Ukrainian Children, as well as ensuring the release of Ukrainian prisoners of war and civilians;
  • calling for a ban on imports of Russian liquefied natural gas to the European Union, re-exports and transit through EU ports.

The Committee on Culture of the Parliamentary Assembly of the Council of Europe (PACE) recognised the erasure of Ukrainian cultural identity as an instrument of Russia's war against Ukraine and an element of the genocidal policy aimed at destroying the Ukrainian nation.
