The EU Council adopted expanded sanctions against Iran over its military support for Russia in its war against Ukraine. In particular, one individual and four legal entities were blacklisted.

The EU Council's restrictions are aimed at using ships and ports to transfer Iranian UAVs, missiles, and technologies and components to Russia. The ban also applies to the export, transfer and supply of components used in the development and production of missiles and UAVs from EU countries to Iran.
The sanctions also apply to transactions with ports and gateways managed or controlled by individuals and entities on the sanctions list. This measure includes access to the infrastructure of ports and gateways, such as Amirabad and Anzali, and the provision of any services to ships.
In addition, the EU Council adopted restrictive measures against one individual and four organisations involved in Iran's transfer of missiles and drones to Russia in support of the war against Ukraine.
The ‘blacklist’ includes the Islamic Republic of Iranian Shipping Lines (IRISL) and its director, Mohammad Reza Hiabani. IRISL is Iran's national maritime carrier, and for many years its vessels have been involved in the transport of drones for the EU-listed Iranian Islamic Revolutionary Guard Corps.
The EU Council also listed three Russian shipping companies - MG Flot, VTS Broker and Arapax. Their vessels are involved in the transportation of Iranian-made weapons and ammunition across the Caspian Sea, including UAV components, to supply Russian troops fighting in Ukraine.
