On 21 November, the Day of Dignity and Freedom, President Volodymyr Zelenskyy addressed Ukrainians, commemorating the anniversaries of the Orange Revolution and the Revolution of Dignity.
In his speech, Zelenskyy criticised Russia, saying it has once again demonstrated contempt for dignity, freedom, and human life. Referring to a missile attack on Dnipro, he noted that preliminary evidence suggests Russia used an intercontinental ballistic missile for the first time.
“It is so afraid that it is using new missiles and looking around the world for more weapons,” Zelenskyy said, adding that Putin treats Ukraine as a testing ground and fears the existence of a dignified and free neighbor.
The attack on Dnipro struck an industrial facility and a rehabilitation center for people with disabilities. According to the Air Force, the missile was launched from the Astrakhan Region. Unconfirmed reports suggest it may have been a Rubizh missile capable of carrying a nuclear warhead. Two people were injured in the strike.
Zelenskyy also announced the signing of a decree enacting the NSDC decision on honoring Heroes and ensuring fair treatment of those who sided against Ukraine.
