Svyrydenko: Government approves mechanism for recruiting foreign volunteers into Defence Forces

The Cabinet of Ministers has approved logistics procedures for foreign volunteers who wish to join the ranks of Ukraine’s Defense Forces. Prime Minister Yuliya Svyrydenko reported this.

According to her, the document sets out a clear and transparent mechanism—from a candidate’s arrival in Ukraine to signing a military service contract.

Defense Minister Mykhaylo Fedorov added that the entire process will take place under unified, transparent rules:

  1. Only companies included on the list of the Recruitment Center for Foreigners and Stateless Persons will be able to work with foreign volunteers. Only companies registered in Ukraine will be admitted, provided they meet the established requirements, are not under sanctions, have no ties to the aggressor state, and have paid a security deposit of UAH 5 million.
  2. After verification, the companies will accompany the volunteer at every stage—from processing documents to signing the contract.
  3. The companies will handle document processing, insurance, arrival in Ukraine, accommodation, and meals. The cost of the service package is UAH 300,000 per candidate, and payments will be made in stages.
  4. The companies will be responsible for the legality of all procedures and the authenticity of documents. If a candidate does not pass the military medical commission or refuses to sign the contract, the company will cover the cost of returning the person to the country of departure.
  5. After that, the candidate will undergo screening, the military medical commission, basic combined-arms training, and will join the Defense Forces on the same terms as Ukrainian service members.

“The President of Ukraine’s task of recruiting foreigners is a priority for the Government. The Defense Forces already have experience in bringing in foreign volunteers. We need to scale it to a level where 30–50% of infantry and assault positions are filled by foreign volunteers,” Svyrydenko said.
