After Russia’s second large-scale missile and drone attack in just a few days, Ukraine is demanding that an emergency meeting of the UN Security Council be convened.

Ukraine’s Foreign Minister Andriy Sybiha wrote about this on the social platform X.

Last night, Russia killed at least 11 people in the capital, and that number may rise. The previous attack on July 2 claimed the lives of at least 31 civilians in Kyiv.

“Every Russian missile launched against Ukraine carries a message far beyond our borders. It seeks to convince the world that violence can replace law, that fear is stronger than solidarity, and that cruelty has no consequences,” he said.

Sybiha urged the leadership of the Democratic Republic of the Congo, which holds the Security Council presidency, and Council members to support Ukraine’s request.

“Delay or a weak response cannot stop terror. Only strong, principled, and timely action can. The international community must be united to deter the aggressor and continue advancing a comprehensive, just, and lasting peace in line with the UN Charter,” the minister said.

Sybiha added that the key message to this week’s NATO summit will be protecting Ukrainian children from Russia’s ballistic terror.

“As world leaders head to Ankara, I want them to hear what families in Kyiv heard last night. Russian terrorists struck sleeping civilians, targeting residential high-rises to maximize casualties. In one district, an entire murdered family was pulled from the rubble: a mother, a father, and a child,” the minister said.

The foreign minister added that Putin’s message to Ankara is simple: he plans to aim ballistic missiles at sleeping children and keep killing for as long as he can.

“How will Alliance leaders respond? This is not the time for weak steps. They will only encourage Moscow to continue and expand terror beyond Ukraine. The most important outcome of the Ankara summit is boosting Ukraine’s ability to protect our children from Russia’s ballistic terror. We need real steps,” he said.

Sybiha stressed that PAC-3 missiles were designed to protect people from such barbarity, and thousands of them are stored around the world for potential threats.

“But the threats in Ukraine are not potential! Russian missiles kill people every week. Ukraine is currently the only country in the world that faces ballistic attacks every week. The means to defend against this terror must be here. And we need all air-defense decisions now, not later. Because for us, time is measured in human lives,” the diplomat emphasized.
