Prosecutors have served notices of suspicion on current and former heads of district Territorial Recruitment and Social Support Centres (TCCs) in Zakarpattia, as well as a former head of a district TCC in Bukovyna, for artificially inflating mobilisation figures in the Oberih register.
As the Prosecutor General’s Office reported, indictments against two more former chiefs from Chernivtsi Region have already been sent to court.
From December 2025 to February this year, officials entered into the Oberih register data on at least 857 people supposedly mobilised. Among them were people who in fact never reported to the TCC, serving military personnel, and even fictitious individuals.
In particular, in Zakarpattia law enforcement documented 54 such cases. One head of a district TCC forged documents for the conscription of eight people. Another acting head “mobilised” 46 people using the same scheme. This official had previously already been served a notice of suspicion for the unlawful deprivation of liberty of conscription-eligible men. He was released on bail and is currently serving in a combat unit in the east.
In Bukovyna investigators uncovered 803 cases of fictitious conscription. One of the colonels entered into the system details of 631 non-existent citizens. Two other former chiefs processed 99 and 73 people on paper, after which they sent these documents to military units.
The court has already imposed preventive measures on three officials from Chernivtsi Region. Prosecutors have also filed a motion with the court regarding the suspect from Zakarpattia. The pre-trial investigation in this case is being continued by police investigators and the Security Service of Ukraine (SBU).
