Luhansk Penal Colony Official Suspected of Torturing Ukrainian Prisoners of War

Prisoners were subjected to torture to humiliate them for their service in the Armed Forces of Ukraine and for defending Ukraine.

The head of the operational department of the so-called “Sukhodilsk Penal Colony No. 4” in temporarily occupied Luhansk region is suspected of cruel treatment of Ukrainian prisoners of war.

This was reported by the Office of the Prosecutor General.

According to the investigation, between 2022 and 2025 the perpetrator, personally and together with accomplices, used physical, psychological and sexual violence against captives. The prisoners were beaten with hands, feet and rubber batons and tortured with electric shocks in order to humiliate them for their service in the Armed Forces of Ukraine and for defending Ukraine.

The Office of the Prosecutor General has issued a notice of suspicion in absentia to the official on charges of cruel treatment of prisoners of war.

  • Earlier, in September this year, prosecutors also issued notices of suspicion to two employees of Penal Colony No. 1 in Russia’s Tula region. Over three years, they tortured and systematically beat four Ukrainian civilians.
