The issue of Ukraine's neutrality will be decided through the referendum. If an agreement that states a non-aligned status is approved by the russian federation and the guarantor countries, the next task will be to amend the Constitution of Ukraine. At the same time, if the Ukrainians confirm the course toward NATO, the agreement will not work.

The Leader of the "Servant of the People" party and the Head of the negotiating group with Russia, Davyd Arakhamiya, informed about it on TV.

"To do this, we want a referendum. It means the Ukrainian people and not Ukrainian politicians will decide it. At first, the russians were against it, but later they agreed that this is the only way out," - he said.

The member of the Parliament emphasized that a referendum cannot be held under martial law or a state of emergency. This means that russia must withdraw its troops at least to the positions as of 23 February 2022 before a full-scale invasion occurred.

Suppose, according to referendum results, most Ukrainians support the course toward NATO and not non-aligned status; in that case, it will mean that the agreement with Russia will not become effective.

"We may return to the state of war or negotiations and will solve this issue in another way,"- he said

Ukraine sees France, China, the United States, Great Britain, countries that have nuclear weapons, and Turkey as security guarantors. Other countries will be able to join the guarantees fully or partially. Arakhamiya believes that the United States and Great Britain will be the last to join and do so when they see the support of other countries. As for now, three countries agreed - Turkey, Germany, and Italy.

The occupying country requires Ukraine to have a non-aligned status, which means Ukraine must abandon its course toward NATO. President Volodymyr Zelenskyy emphasized that the Alliance has made it clear that Ukraine will not join it yet.

At the same time, the country's course toward NATO is included in the Constitution. Zelenskyy said that the consolidation of neutral status is possible after the referendum, but it can only take place after russian troops' withdrawal from Ukraine.
