The European Union should consider seizing russia’s foreign exchange reserves and directing them towards rebuilding Ukraine. This view was expressed by the EU High Representative Josep Borrell in an interview with Financial Times. 

Restrictions on the international reserves of the Central Bank of the russian federation were imposed after the full-scale invasion of Ukraine. Russia has said that about $300 billion in its gold and foreign exchange reserves were frozen.

Borrell believes it to be a logical step to do with these assets, as the United States did with the Afghan central bank after the transfer of power to the Taliban.

“We have the money in our pockets, and someone has to explain to me why it is good for the Afghan money and not good for the Russian money,” he said

In the case of Afghanistan, the U.S. intends to use part of the frozen $3.5 billion for humanitarian aid to the Afghan people and part for lawsuits related to the terrorism of Islamic militants.
