Russia has lost more than 250,000 able-bodied soldiers and 60% of its tanks, the director of the EU military staff, Admiral Herve Blejean, said during a speech to French deputies, Le Figaro writes.
A closed meeting of the National Defence Committee took place on 16 November, but its transcript has been released only now.
He said Moscow had lost "60% of its total stock of battle tanks and 70% of its stock of missiles suitable for ground targets" since the invasion began on 24 February. In addition, "40% of vehicles and 20% of artillery" are out of action.
The European Union General Staff estimates Russia's losses at "at least 60,000 Russian fighters" killed and three times that number wounded.
Ukrainian losses, according to the EU, are less than Russian, but significant. He also said that a new stage of Ukrainian offensive operations may take place in the spring, but for this it is necessary to mobilize new units.
The Director of the EU General Staff also predicted that the "spring offensive" will be "designed to continue the progress made in September" in Kharkiv and Kherson.
Kyiv, according to him, "intends to win the war by liberating Crimea and Luhansk and Donetsk regions.
"If there are no surprises in terms of negotiations, there will be an offensive in the spring," he said.
