Ukrainian government closes register of "International Sponsors of War" on NAPC website under peer pressure

Representatives of the diplomatic corps of partner countries sent numerous appeals regarding the lack of a regulatory framework for the existence of the list of "International Sponsors of War". Therefore, it was decided to put a redirect from this register to the "State Register of Sanctions" of the National Security and Defence Council.

An expanded meeting of the Cabinet of Ministers considered the issue of the state's sanctions policy and relevant informing, the government portal reported on 19 March.

The meeting was attended by NSDC Secretary Oleksiy Danilov, SBU head Vasyl Malyuk, Prosecutor-General Andriy Kostin, and head of the National Agency for the Prevention of Corruption, Viktor Pavlushchyk.

The meeting was also attended by the ambassadors of Italy, Japan, Austria, France, Hungary, Turkey, chargés d'affaires of the US, Belgium, Finland, Greece and the EU Delegation to Ukraine. The meeting was also attended by representatives of the Embassies of the United Kingdom of Great Britain and Northern Ireland, Canada, Germany and China.

The meeting discussed the functioning of the International Sponsors of War page on the website of the National Agency for the Prevention of Corruption.

In particular, the Foreign Ministry mentioned numerous appeals from representatives of the diplomatic corps of partner countries regarding the lack of a regulatory framework for the existence of the list of "International Sponsors of War". And, accordingly, the negative impact of this list on the adoption of important decisions to counter Russian aggression.

In addition, the Ministry of Justice stressed the inadmissibility of disseminating such information on behalf of the state without regulating the issues at the legislative level.

Representatives of the National Security and Defence Council, among other things, noted that there is no need for additional institutions to implement the state sanctions policy, as all comprehensive information on this issue is included in the State Register of Sanctions.

In turn, the National Agency for the Prevention of Corruption agreed that there is indeed a question of further functioning of the list.

After the discussion, the participants agreed with a number of proposals from the Foreign Ministry, the Ministry of Justice, the Ministry of Economy, the National Security and Defence Council, and the National Agency for the Prevention of Corruption.

In particular, the need to transfer the information contained on the aforementioned website to the Interagency Working Group on the Implementation of the State Sanctions Policy for processing, including determining the grounds for imposing sanctions on the entities listed on this resource and preparing relevant proposals for consideration at a meeting of the NSDC.

Also, the National Agency for the Prevention of Corruption should redirect users from the page "International Sponsors of War" to the website of the National Security and Defence Council of Ukraine "State Register of Sanctions". This is necessary for accurate and uniform information about the official list of entities subject to sanctions in Ukraine.
