Russia has switched to a tactic of double strikes on Kharkiv to kill more Ukrainian rescuers and law enforcement officers. Moreover, the attacks are carried out exclusively against civilians. This was stated by the head of the Kharkiv Regional Military Administration, Oleh Synyehubov, in an interview with Bild.
"Last night was one of the heaviest strikes on the Kharkiv Region. They attacked civilian infrastructure and residential buildings. Their tactics consisted of shelling in two waves," noted Synyehubov.
He added that the Russians first attack residential buildings, and then, when the rescue services and police arrive at the site, they strike again, killing Ukrainian service personnel and civilians.
"There was not a single strike on military targets or soldiers. These are attacks exclusively against civilians," emphasised Synyehubov.
