Norway will allocate NOK 2.7 billion (over USD 242 million) to strengthen the Ukrainian Navy. Among other things, the funds will be used to protect people in Ukraine from attacks, mine clearance and training of the Ukrainian military.
This is stated in a statement by the Norwegian government.
"Ukraine needs additional support to further weaken Russian naval forces in the Black Sea. It is necessary to protect the Ukrainian population and infrastructure from attacks by the Russian Black Sea Fleet. It is also important to protect the export of grain and other goods by sea, which provides important revenue for Ukraine," said Prime Minister Jonas Gahr Støre.
The support includes both donations to the Armed Forces and materials to be purchased from industry. Part of the funds will be spent on systems that can be used for demining.
According to Norway's Minister of Defence, mines are a serious problem for safe navigation and traffic in the Black Sea, and demining measures are necessary, so the systems that Ukraine will receive will allow it to better detect and clear mines along its own coastline.
Most of the funds will go towards efforts in innovation and autonomy in the Maritime Capability Coalition.
Earlier, the Norwegian government allocated NOK 100 million for maritime training activities in 2025.
- In the Norwegian parliament, parties supported an increase in aid to Ukraine to $3.16 billion (NOK 35 billion) in 2025.
- Last year, Norway approved the budget for the Nansen programme, which provides military and civilian support to Ukraine in the amount of NOK 75 billion over five years, i.e. NOK 15 billion annually.
- In addition, the Norwegian government decided to allocate additional funding for the Grain from Ukraine programme.
