The Verkhovna Rada has supported the draft law No. 11469 on multiple citizenship as a basis.
This was announced by MPs Iryna Herashchenko and Yaroslav Zheleznyak.
According to Zheleznyak, 247 MPs supported the bill as a basis.
The second reading should take into account suggestions and comments, in particular those of the Ukrainian World Congress.
They also instructed to request the opinion of the Constitutional Court on the law by a separate vote (150 votes).
The document provides for
- the introduction of multiple citizenship and simplification of the acquisition of Ukrainian citizenship for citizens of countries from a special list (to be established by law);
- termination of Ukrainian citizenship for persons who have voluntarily acquired the citizenship of the aggressor state or other countries outside the list;
- a simplified process for foreigners who fought for Ukraine.
Draft law on multiple citizenship:
- On 7 August, President Volodymyr Zelenskyy submitted a draft law to parliament that would recognise multiple citizenship in Ukraine.
- In January, he promised that he would submit the document to the Verkhovna Rada again.
- Back in 2021, the president said in an address to MPs that he was introducing a bill on multiple citizenship and that there were 65 million Ukrainians in the world.
- In 2023, the idea of multiple citizenship was supported by then-Foreign Minister Dmytro Kuleba.
