Government simplifies customs clearance procedures for arms manufacturers

Decree No. 638 has made the physical submission of several documents optional.

The Cabinet of Ministers has simplified the import procedure for foreign components used by Ukrainian manufacturers of arms and military equipment, according to the Ministry of Defence of Ukraine. The changes specifically concern customs clearance procedures.

Previously, companies were required to physically submit a full set of documents to customs authorities, including:

  • state contracts
  • technical passports or other documentation relating to the goods
  • confirmation of registration in the register of contractors
  • documents confirming the intended use of the goods.

These documents had to be submitted three days before the start of the customs clearance process.

Under the new rules, companies are now required only to provide the details of these documents in the customs declaration. Physical copies must be submitted only if requested by customs authorities.

Separately, Resolution No. 638 regulates the submission of classified documents. If confidentiality procedures must be observed, contractors may submit such documents prior to filing the customs declaration, rather than simultaneously with it.

The changes apply to defence industry enterprises, co-contractors and subcontractors involved in state defence procurement contracts.

According to the Ministry of Defence, the sector currently includes more than 900 companies and employs over 300,000 people.
