The Defence Procurement Agency DOT has launched a competitive procurement of strike and reconnaissance-strike radio-controlled FPV drones in line with the tactical and technical specifications set by Ukraine’s Ministry of Defence. This was reported by the defence ministry.
The ministry noted that, unlike procurements based on specific product names—whose list is compiled by the General Staff of the Armed Forces of Ukraine and the Ministry of Defence—procurement by tactical and technical specifications allows the Agency to contract different drone models, provided they meet the established requirements.
“These specifications were developed in consultation with manufacturers and the General Staff, but first and foremost with the troops—those who will use these drones at the front. The tactical and technical specifications were developed specifically around their needs, and FPVs must meet those requirements,” explained Ukraine’s Deputy Defence Minister, Mstyslav Banik.
The procurement includes 269 lots. Radio-controlled FPV drones are divided into classes depending on key characteristics. Each lot is a combination of six parameters:
- frame size;
- availability of terminal guidance;
- type of link;
- type of camera;
- video transmitter frequencies;
- signal receiver frequencies.
At the same time, a supply diversification mechanism will apply: a single participant may be declared the winner for no more than 50% of the total procurement volume.
This approach makes it possible to distribute supply among several manufacturers and reduce the risk of disruptions. In this way, manufacturers gain the opportunity to compete for state orders, while military units receive drones whose specifications match their defined needs.
Documents to take part in the procurement can be submitted from 16 to 25 September 2026. Detailed information on the procurement terms and requirements for participants is available to manufacturers and suppliers on the DOT Defence Procurement Agency website.
In August, the Defence Procurement Agency DOT announced for the first time a tender to procure ground robotic systems whose characteristics meet the tactical and technical requirements approved by Ukraine’s Ministry of Defence.
