Journalists have identified property in Dubai which, according to the register, was purchased in 2023 by the former mother-in-law of Ruslan Kravchenko – Alina Shkrobanets. After the couple’s divorce, the villa was transferred to Kyiv restaurateur Andrii Keibash.
This is reported in an investigation by Radio Liberty’s “Schemes” project.
“Schemes” journalists gained access to a data leak from Dubai’s Land Department. According to it, in July 2023 Alina Shkrobanets, who at the time was the mother-in-law of the then head of the Kyiv Regional Military Administration, Ruslan Kravchenko, invested about $670,000 in the construction of a townhouse of more than 143 square metres in the luxury Damac Lagoons Mykonos complex in Dubai.
The seller of the property was the UAE development company Island Oasis Properties.
Journalists also noted that on the same day her daughter Olena Shkrobanets, who at the time was Kravchenko’s wife, resigned from the Prosecutor General’s Office. In Kravchenko’s declaration for that period, the right to use his mother-in-law’s car – a 2013 Infiniti QX70 – was also stated.
In November 2024, Ruslan Kravchenko and Olena Shkrobanets officially divorced. And in 2025, according to the Dubai register, the owner of the property became Andrii Keibash, manager of the Kyiv restaurant La Veranda.
At the same time, Alina Shkrobanets, in a comment to “Schemes”, denied that she had bought the villa. She suggested that her personal data could have been used without her knowledge. Her husband Ihor Shkrobanets also said he did not know about the purchase of the property and did not rule out the possible use of his wife’s data.
Andrii Keibash confirmed to journalists that in 2025 he bought the villa for approximately $670,000.
However, he denied buying it directly from Alina Shkrobanets. According to him, he found the offer “on the internet”, after which he contacted a manager. At the same time, the restaurateur was unable to tell journalists from whom exactly he had purchased the property.
When a journalist уточнив, that this concerned property that had previously belonged to a relative of Kravchenko, the restaurateur refused to comment.
“Schemes” also established that Keibash nevertheless knew the Shkrobanets family even before the deal. Journalists found a video from the La Veranda restaurant in which Alina Shkrobanets, together with her husband and daughter, are at the venue, and among those present is Keibash. In another video from the same period, journalists noticed Ihor Shkrobanets together with Ruslan Kravchenko.
Kravchenko’s mother-in-law also confirmed that she knows Keibash. But she says she has never discussed with him the issue of buying or selling property.
The father of Kravchenko’s ex-wife, Ihor Shkrobanets, who is a deputy of the Chernivtsi Regional Council, did not list his wife’s Dubai property in his declaration. He told journalists that he knew nothing about his wife buying property in the UAE.
Ihor Shkrobanets told “Schemes” that it was Kravchenko who, at the time, introduced him to Andrii Keibash.
