Bail of UAH 15 million has been posted for Volodymyr Cenov, First Deputy Head of the Strategic Investigations Department of the National Police, who is mentioned in new NABU recordings in the ‘Carthage’ case.
This was reported by sources from Schemes in law enforcement agencies.
According to them, UAH 13 million was paid by Cenov’s father, with a further UAH 2 million posted by another private individual.
What is known about Cenov’s role in the ‘Carthage’ case?
Cenov is one of three representatives of the law enforcement system whom NABU served with notices of suspicion on 4 November in a case concerning a criminal organisation. In the published recordings, he appears under the code name ‘Price’.
According to the investigation, from January to July 2026 Cenov received money to ensure the police did not carry out searches at fraudulent call centres. NABU’s Head of the Detective Department, Oleksandr Abakumov, spoke about his role in the scheme. According to him, it was ‘Price’ who was responsible for ‘sorting out issues with the police’.
Cenov is suspected of establishing and leading a criminal group or organisation, participating in it, and receiving an unlawful benefit as a public official.
On 5 November, the court remanded him in custody, setting bail as an alternative to detention in a remand facility. The amount was set at UAH 15 million.
