A 48-year-old man has been detained and notified of suspicion for blowing up the car of the head of the Left Bank Administration of the Dnipro City Council on the orders of Russian special services.
This was reported by the Prosecutor General’s Office.
As a result of the blast, the official sustained severe injuries and died.
Investigators established that in April 2025, acting on instructions from a representative of the aggressor state, the suspect planted an improvised explosive device under the official’s car, which was parked near a multi-storey residential building. When the man got into the car, an explosion occurred.
Following оперативні actions, investigators identified the suspect in the terrorist attack. During a search, evidence was seized confirming his involvement in the crime.
The Security Service of Ukraine (SBU) adds that counter-intelligence officers detained the Russian agent, who had been hiding from justice for more than a year and a half after carrying out the terrorist attack.
As the investigation found, the man was recruited by the Russian occupiers through an acquaintance living in temporarily occupied Luhansk. Soon afterwards, the suspect received an agent task to eliminate a Ukrainian official who lived in a neighbouring building.
To prepare the attack, the perpetrator set up a concealed video recorder on the balcony of his flat to identify the victim’s car and the approximate time he left home. Later, the agent received coordinates from Russia for a cache, from which he collected an improvised explosive device.
On the night before the attack, the suspect assembled the explosive based on пластид and fitted it with a motion sensor, after which he attached the bomb under the driver’s seat.
During searches, officers seized a video recorder and two smartphones from the detainee, which he used alternately to contact a Russian intelligence officer.
- The man has been notified of suspicion under Part 3 of Article 258 of the Criminal Code of Ukraine — committing a terrorist act that resulted in a person’s death.
- The issue of choosing a preventive measure for the suspect is being decided in the form of detention without the right to post bail.
