The worst situation in dealing with the aftermath of Russian strikes and with power supply is in Kyiv, where people and businesses are facing prolonged water and electricity outages. President Volodymyr Zelenskyy said this on X following a conference call.

He believes the reason for this situation is the failure to implement decisions “at city level on preparations for the heating season and this Russian operation against Ukraine’s energy sector”. The Cabinet of Ministers is ensuring that work is accelerated, and there are also new agreements with European partners on the supply of generators and cables and other equipment, Volodymyr Zelenskyy added.

“There were also reports on the situation in Dnipro, Kharkiv, Poltava region, Cherkasy region, Vinnytsia region, Odesa and the region, Zhytomyr region, Sumy region, and Kyiv region. Separately, we spoke with representatives of energy companies—both state-owned and private—about the need to bring in additional teams and speed up restoration,” the president said.

He added that “certain capabilities of the Armed Forces of Ukraine” are being involved in restoring power grids and facilities.

The meeting also heard a report from the Commander-in-Chief of the Armed Forces of Ukraine and the Air Force on the use of combat aircraft to shoot down Shaheds, on groups protecting energy and infrastructure facilities, and on the use of mobile fire teams. Additional supplies of munitions for F-16s are being prepared: the relevant agreements with partners are already in place.

Context

This is not the first time the president has reproached Kyiv’s city authorities for insufficient implementation of the Resilience Plan, which was meant to prepare the capital for new enemy attacks on the energy sector. In early October, Zelenskyy said the plan had been almost completely failed.

Vitali Klitschko noted that the city had completely lost its own generation during previous strikes, so Kyiv now depends entirely on the country’s central energy system. In 2022, the enemy attacked the capital’s CHP plants 5 and 6 with 12 missiles and drones. In 2023, it used seven; in 2024, none. In 2025, the enemy attacked with 19 means of destruction, and this year there have already been almost 50 hits on the capital’s energy sector.

“This year we prepared under enemy shelling, and in the conditions of the show the authorities staged around the Resilience Plan, with a deceitful campaign claiming Kyiv is not working, not doing anything, with funds blocked, which froze many energy resilience projects and the timelines for their implementation not only in the capital—this situation exists in many communities...” the mayor said in the Verkhovna Rada, where he had been invited.

Zelenskyy said the mayor takes attempts to find advisers for him badly.
