President Volodymyr Zelenskyy has dismissed Vladyslav Bukharev from the post of head of the External Intelligence Service and appointed him first deputy chief of the Security Service of Ukraine (SBU) and head of the main department for fighting corruption and organized crime (K-department).

He also appointed Oleksandr Rusnak head of the counterintelligence department of the SBU.

Bukharev was a member of parliament of the eighth convocation. From December 2007 to March 2010, he was the first deputy head of the State Tax Administration and head of the tax police.

On 1 March 2014, acting President Oleksandr Turchynov appointed Bukharev first deputy chief of the Security Service of Ukraine (SBU) and head of the main department for fighting corruption and organized crime.

In June 2019, Bukharev headed the External Intelligence Service.

On 6 September, the SBU launched an internal audit to optimize the number of its employees.
