General Staff cancels regulation on potential conscripts' domestic travel

The Ukrainian Armed Forces' General Staff has cancelled the regulation on domestic travel by men eligible for military service and reservists, Commander-in-Chief Valeriy Zaluzhnyy has said.

The decision was taken "to avoid any further manipulations around this issue".

A new regulation will be developed instead to regulate wartime domestic travel.

He noted that the existing legal framework is outdated and does not ensure effective mobiliziation mechanisms.

"I emphasise that this document initially dealt exclusively with the internal operation of the territorial manning and social support centres and did not create any obligations or restrictions on the rights and freedoms of Ukrainian citizens. Despite this, its appearance online resulted in numerous manipulations, different interpretations and even illegal actions to obstruct the movement of citizens, which became a ground for discrediting the Ukrainian Armed Forces and the military and political leadership of the state," Zaluzhnyy stressed.
