The Verkhovna Rada is developing a system of one-time cash payments to encourage voluntary enlistment in the Armed Forces of Ukraine.

This was announced at a briefing by MP, member of the Parliamentary Committee on National Security, Defence and Intelligence Fedir Venislavskyy, UNN reports.

He explained that the most acceptable option is a one-time cash payment at the conclusion of the contract.

‘There were discussions about increasing the salaries of servicemen, but in my opinion, as a lawyer, this will violate the principle of equality, because the military will be sitting next to each other in the trenches and one of them may receive more money for performing the same function,’ Venislavskyy said. 

He also said that over the past year, several thousand Ukrainian citizens aged 18 to 25 have signed contracts for military service.

‘After the development of motivational packages, which will include one-time, I think, cash payments that can be extended in time to attract people to the army (should increase the number of volunteers - ed.) If we have thousands of people now without these initiatives, it will probably increase many times over,’ Venislavskyy added.

  • Earlier, LB.ua's sources said that the Armed Forces are discussing the introduction of motivational contracts for young men aged 18-25 who want to fight in combat units. In particular, a contract with this category of men will provide for a large payment at the beginning of service. These young men will also receive a social package that will include, among other things, free education in a higher education institution, preferential loans for housing, cars, etc. In addition, it is proposed that they will have a different length of leave.
  • In February last year, the Rada registered draft law No. 11012 on motivation for military service, which provides for financial rewards, social guarantees, additional control over training, and increased prestige of military service. It should also create the basis for the start of the transformation into a ‘professional army’ during the war.
