The Main Directorate of Intelligence of the Ministry of Defence of Ukraine has released data on 12 tankers, as well as more than 200 captains of the shadow fleet who transported cargo in Russia’s interests and goods stolen from temporarily occupied territories of Ukraine.

The updated list includes 10 tankers from the so-called “shadow fleet” sailing under flags of convenience and false flags, with opaque ownership structures, as well as two tankers belonging to Greek shipping companies.
“What unites them all is the transport of oil and petroleum products in the interests of major Russian oil and gas companies — Surgutneftegaz, Rosneft, Novatek, Lukoil, and others. Such exports are the main source of funding for the Russian Federation’s military budget to wage war against Ukraine,” the DIU said.
All tankers published today and almost all of the captains named are already under Ukrainian sanctions.
“Today we are also addressing the crews of shadow-fleet vessels: the shadow operator companies behind the dark fleet usually disappear as soon as a vessel faces law-enforcement action, leaving captains and seafarers to bear the legal and humanitarian consequences on their own. You can still refuse to take part in illegal actions and choose to cooperate,” the DIU emphasized.
