Ukraine’s Ministry of Agrarian Policy and Food is examining the situation regarding possible restrictions on the use of Polish customs warehouses and silos for the temporary storage of Ukrainian grain transiting to third countries.
As the ministry’s press service reported, temporary storage at customs warehouses is a necessary logistics buffer. It makes it possible to synchronise the process in which Ukrainian grain arrives in broad-gauge wagons, is transhipped into European-gauge wagons, and then sent onwards.
Polish law bans the import of certain Ukrainian agricultural products; however, it allows their transit. For this reason, the issue of temporarily holding such cargoes in warehouses requires clear legal regulation.
The Polish-Ukrainian Chamber of Commerce has already proposed that the Polish side amend the current regulation, the ministry noted. This should allow the temporary storage of transit grain in customs warehouses under strict customs control and without the right to enter the Polish market.
At present, the ministry is working through the issue with Ukrainian farmers and the Polish side to agree the expected transit conditions.
